Allen Bill Transfer (For Families Living Outside FSD)

Before You Apply

To qualify, you must:

✓ Reside outside Fullerton School District boundaries.

✓ Be a parent or legal guardian employed within Fullerton School District boundaries for at least 10 hours per week.

✓ Complete the online Allen Bill application.

✓ Submit the required employment verification documents.

What Is the Allen Bill?

If a parent or legal guardian who physically works within Fullerton School District boundaries for at least 10 hours per week, their student may be eligible to enroll in Fullerton School District under California's Allen Bill.

This means that even if a student does not reside within FSD's attendance boundaries, they may be able to attend Fullerton School District without requesting an interdistrict transfer.

Employment may be with any employer located within Fullerton School District boundaries — it is not limited to Fullerton School District employees.

Required Documents

Please submit the following with your application:

  1. Allen Bill Application Form
  2. Employment Verification Form (available below), including:
    • Days of employment
    • Number of hours worked per week
  3. Proof of Employment
    • A recent pay stub or
    • Verification of employment on company letterhead

Application Period

The 2026-27 Allen Bill application will be available beginning January 12, 2026.
